Moein was born in 1996 in Esfahan, Iran. He obtained two bachelor’s degrees in engineering and from the University of Tehran. He completed his master's degree in Economics at the Tehran Institute of Advanced Studies. In his master’s thesis, he investigated the welfare effects of cash transfers versus in-kind subsidies using heterogeneous agent models.

Moein’s research interests are macroeconomics and international finance.
