Economic Committee of the Bundestag Appoints Professor Fetzer as Expert

A new draft law is intended to comprehensively modernize telecommunications law and adapt it to the provisions of European legislation.

Prof. Thomas Fetzer, holder of the Chair of Public Law, Regulatory Law and Tax Law, has been invited by the Economic Committee of the Bundestag to participate as an expert in a public hearing on 1 March 2021. Subject of the hearing is the German federal government's draft law on the modernization of telecommunications law. This is intended to comprehensively restructure telecommunications law and bring it into line with European legislation. Among other things, it is intended to create a framework for a nationwide fiber-optics roll-out and the establishment of nationwide high-performance cellular networks.

According to the German federal government's draft law, other important aspects include the creation of a new entitlement to high-speed Internet access, the strengthening of consumer protection, and the abolition or modernization of the so-called ancillary cost privilege.

Professor Fetzer has been dealing with issues of telecommunications regulation for many years and is, among other things, the editor and author of a leading commentary on the German telecommunications act. In the past, he has been appointed by the German federal government as an expert on legislative procedures in telecommunications law and advises various federal ministries in this regard.
